    A COVID-era rule intended to help individuals has meant lost revenue for cities, and utilities. Washington Gov. Jay Inslee’s Proclamation 20-23, first issued in March of 2020, doesn’t allow utilities to be shut off for a resident, nor for late fees to be charged. That has meant that those who charge for utilities, such as local cities and electric companies, are holding higher amounts of their customers unpaid bills than usual, and that they also haven’t been able to bring in money from late fees like they have before.     More than half the power outages in the city of Coulee Dam last year were caused by wild turkeys that roam the town freely. Last year the town, which operates its own electric utility, suffered nine power outages, the last five all because of the big birds, said Mike Steffens, the city superintendent who gets to deal with such emergencies.     Coulee Dam has a new mayor. Bob Poch was elected by the city council last week to take the place of Larry Price, who resigned Dec. 6, 2018.     Grand Coulee Police 8/28 - A Coulee Dam driver was issued a speeding ticket after being clocked at 68 mph in a 30-mph zone on SR-155. He told the officer he was hurrying to get to the emergency room before it was after hours so he could avoid paying a higher co-pay. The officer went to the hospital with him to see him sign in.     A Pleasant Valley couple and a Nespelem man were arrested and landed in Grant County jail after an arrest on a warrant Friday. Police learned that Cassandra Graves, 27, wanted on a Department of Corrections felony arrest warrant, was in a vehicle at West Grand Avenue in Electric City. When police arrived at 123 West Grand Avenue at 9:20 p.m., Graves rushed into the residence and tried to slam the door as Sgt. Gary Moore was in pursuit.     Elmer City residents will see a 2-percent increase in their power bills as a result of an increase in electric costs from Nespelem Valley Electric, town council members learned last Thursday. The town was advised by NVE that its power rates would go from $0.07 per kilowatt hour to $0.0714 per kilowatt hour, the result of an increase from its supplier, Bonneville Power Administration.
