Coulee Dam’s city council voted Wednesday to sewer service rates that will charge low-income customers a little less and the U.S. Bureau of Reclamation a lot more. Howard Puyear passed away recently. He was born in Montana’s Bitterroot Valley. He attended Stevensville High School and graduated with an engineering degree from Montana State University. He worked for the Bureau of Reclamation for over thirty years. He held a variety of positions in construction, engineering, and management. He spent nearly his entire career working on projects in either Montana or Washington state.
