    The Columbia Basin Foundation announced the creation of the Deputy John Bernard Memorial Scholarship Fund. This fund was created by Deputy Bernard's widow, Tamara Bernard. “We are very proud to be able to honor local hero Deputy Bernard by administering this scholarship to help local students,” stated Executive Director Donn Cook.     Roy Fulton passed away peacefully on Tuesday, Feb. 7, 2012, in Gresham, Ore. Born in Sprague, Wash., on December 5, 1927, to late Merdo and Marinda Fulton, Mr. Fulton grew up in Washington and Oregon. The petition is requesting 50 percent of the 193 money.     In exit interviews at Lake Roosevelt High School, seniors said they had been their own worst enemies during their prep careers, but most stated they were satisfied with their high school experience.     Two Electric City men who live on 2nd Street face citations because their dogs allegedly attacked a woman while she was jogging May 10. Amanda Lyn Button, 34, who lives on 3rd Street, reported to police that the dogs bit her on both legs, and a relative of hers had to come out and chase the dogs away. When officers Adam Hunt and Sean Cook found the dogs, the dogs acted aggressively and one dog had to be pepper sprayed.     Cougar scare at school Center School was in lockdown Tuesday morning because of a report of a cougar seen behind the school crossing Martin Road.
