    Odessa to get meat plant The Odessa Public Development Authority (OPDA) has signed a design-build contract with Spokane based Garco Construction for a new 7,000 square foot USDA livestock processing facility to be built in the Odessa Industrial Park.     Area law enforcement agencies are looking for a Grand Coulee man wanted in connection with an alleged armed robbery of the Blue Moon Smoke Shop in Coulee Dam. A clerk at the shop said that Phillip Cody Ruiz, 23, entered the shop and said he wanted to purchase some cigarettes, but had left his wallet in the car. Coulee Area Park and Recreation District Chairman Phil Hansen spoke to chamber of commerce members at their weekly luncheon last Thursday.     The Grand Coulee Dam School District board accepted Sue Hinton’s resignation Monday night. Hinton was discharged from her position as principal of Center School and placed on administrative leave just before school began in late August. The final settlement was agreed upon by the school board Monday night in executive session and then passed in open session.
