NOTICE IS HEREBY GIVEN; The Town of Coulee Dam has published this Combined Notice of Application, Public Hearing of the Town Council and SEPA Determination to provide the opportunity to comment on the proposed Comprehensive Plan Amendment. The issued date of this notice begins a public comment period of not less than 14 calendar days. During this period written comments may be submitted to the staff contact. Project Description: The proposal is for an amendment to the Town of Coulee Dam’s Comprehensive Plan future land use designation for two parcels. These two parcels are both located on Lincoln Avenue across from Town hall. Both lots are currently zoned Special Residential with a future land use designation of Recreation (see figure 1). The goal is to ultimately rezone both parcels to Commercial. The existing future land use designation of Recreation is described in the comprehensive plan as generally applying to community parks. To achieve the desired zoning designation, the future land use designation of both lots would need to be changed from Recreation to Commercial. Amending the Comprehensive Plan to change the designation of these lots to commercial would allow for the existing use of both lots to conform with the comprehensive plan. The future intention for both lots is more in line with the commercial designation. Both sites are developed, and their sizes would not be suitable for a community park

SEPA Environmental Review: The Town of Coulee Dam has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS). An Environmental Impact Statement (EIS) is not required under RCW 43.21.C.030.(2)(c). The decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request.
The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project.
Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Comments must be submitted by the date noted above to Town of Coulee Dam 300 Lincoln Ave, Coulee Dam, WA 99116, cdclerk@couleedam.org information submitted to the Town of Coulee Dam is subject to the public records disclosure law for the State of Washington (RCW Chapter 42.17) and all other applicable law that may require the release of the documents to the public.
