Proposal Name: Electric City Shoreline Waterfront Trail

Description of proposal: This City initiated project constructs about 2,153 feet of 8-10 ft wide multi use trail adjacent to Highway 155 between Electric City and Grand Coulee.
Additional work includes removal of existing guardrail, installation of retaining wall with pedestrian safety fence and drainage facilities to accommodate path.
Location of proposal: The proposed path project is located in the southeast quarter of Section 10, Township 28 North, Range 30 East, W:M in Grant County, Washington.
Work will occur within the right-of-way of Hwy 155 between Electric City and Grand Coulee adjacent to Banks Lake.
The City of Electric City has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030.
This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
This information is available to the public on request from the Electric City City Hall.
This DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from the date issued.

Appeal Process: An appeal of this determination must be submitted to the Electric City City Hall within fourteen (14) calendar days after the date issued.
The appeal must be written, and specific factual objections made to the City’s threshold determination.
Appeals will be conducted in accordance with City policy.
Pursuant to WAC 197-11-680, appeals shall be limited to a review of the final threshold determination.

TIB Regional Chip & Crack Seal Project
Notice is hereby given that sealed bids will be received by the Town of Coulee Dam Clerk until 11:01 AM on Tuesday, June 18, 2024, at which time bids will be opened and publicly read aloud.
Bid proposals may be sent by mail, or hand delivered, to the Town Clerk at the Town of Coulee Dam, Town Hall, 300 Lincoln Avenue, Coulee Dam, WA 99116, prior to the opening. The envelope shall be plainly marked with “SEALED BID for the Town of Coulee Dam – TIB Regional Chip and Crack Seal Project” and shall clearly indicate the name and address of the bidder. The bid opening will take place at the Town of Coulee Dam, Town Hall, 300 Lincoln Avenue, Coulee Dam, WA 99116. Proposals received after the time fixed for opening will not be considered.
Brief Description of Work:
This Contract provides for the maintenance of various street’s located in the Town of Coulee Dam, the City of Electric City, and the City of Grand Coulee. Street maintenance will include single chip seal, double chip seal, crack seal, pavement repairs, pavement markings, street cleaning, traffic control, trimming and cleanup, temporary erosion control, and other miscellaneous work.
Estimated Cost of Project: $1.3M - $1.5M
Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL. The owner reserves the right to waive any informalities, minor defects, or to reject any or all bids.
All bid proposals shall be accompanied by a bid proposal deposit in certified check, cashier’s check, or surety bond in the amount equal to five (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the same time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Coulee Dam.

Notice is hereby given that the Town of Elmer City will hold a Public Hearing on Thursday, June 12th at 5:30 p.m. to consider the Six Year Comprehensive Street Program for 2024 – 2029. The Grand Coulee Dam School District is accepting written food service proposals from qualified food service management companies (FSMC’s) to provide services according to Local Education Agency (LEA) specifications.

The LEA reserves the right to accept any proposal that it deems most favorable to its interests. It also reserves the right to waive any informalities and irregularities and reject any and/or all proposals or any portion of any proposal submitted which in their opinion is not in the best interest of the LEA.
A pre-bid conference will be held on June 20th at the address listed above. Each FSMC is limited to a maximum of two representatives. Attendance at the pre-bid conference is strongly recommended if you wish to submit a proposal. The purpose of this conference is to answer questions related to our food service program.
No bidder may withdraw or alter his proposal after the time set for opening thereof, unless award of contract is delayed for a period of more than forty-five (45) days from the date of opening.
