On the 12th day of January 2021 the City of Council of Electric City passed the following ordinance.  

A summary of the content of said ordinance, consisting of the titles, provides as follows:

Ordinance #:  579-2021

“An Ordinance extending the temporary removal of the charge of interest and late fees on utility accounts.”

On the 9th day of February 2021 the City of Council of Electric City passed the following ordinance.  A summary of the content of said ordinance, consisting of the titles, provides as follows:

Ordinance #:  580-2021

“An Ordinance extending the temporary removal of the charge of interest and late fees on utility accounts until the termination of the state of emergency, pursuant to RCW 43.06.210.”


On the 16th day of February 2021 the City of Council of Electric City passed the following ordinance.  A summary of the content of said ordinance, consisting of the titles, provides as follows:

NOTICE OF PUBLIC HEARING

Notice is Hereby Given that the Board of County Commissioners of Lincoln County has set Monday, the 15th day of March, 2021, at 11:00 a.m. as the time and place for a public hearing, to consider the dissolution of the inactive Lakeview Sewer District No. 1. Said hearing will be held in the Commissioners’ Chambers located on the lower level of the Lincoln County Courthouse, 450 Logan Street, Davenport, Washington. Additional information may be obtained from the Clerk of the Board or by telephoning the Commissioners’ office 509-725-3031. All interested persons may appear and be heard. Written comments may also be mailed to the County Commissioners, PO Box 28, Davenport WA 99122 until 10:00 a.m. on Friday, March 12, 2021.

REQUEST FOR QUALIFICATION

Scope of Work:

In compliance with RCW 39.08, the Grand Coulee Dam School District is conducting a Request for Qualification from architectural/Engineering-A&E firms with experience in K-12 facilities, Athletic Fieldhouse and Sports Field

design public works projects.

The district is seeking an on-call architectural firm for a one-year period with option to renew for two consecutive years. Scope of work may include providing conceptual solutions including detailed architectural detailed design, construction costs & specifications, ingress/egress parking and circulation, for specific projects approved and funded by the GCDSD. The selected firm shall be expected to work with the GCDSD in preparation of potential state/federal funding for the facilities identified by the district.

The district shall review and recommend three (3) firms determined to meet the professional requirements of the RFQ. Selection shall be from that “short list” of RFQ respondents subject to being interviewed by the district. The A&E firm selected shall negotiate a contract with the district for architectural services at a contract price which the district determines is fair and reasonable in accordance with the RFQ. If, the district is unable to negotiate a satisfactory contract with the “selected firm” – the district reserves the right to select another firm from the RFQ applicants.

Description of the district: Grand Coulee Dam School District is a multiple building k-12 facility servicing approximately 715 students. The district is centrally located on the Columbia river approximately an hour and a half drive from the metropolitan cities of Spokane, Moses Lake and Wenatchee. Students attending Lake Roosevelt school live in four different counties with a large contingent of Native American students from the Colville Indian Reservation. The district’s facilities include Lake Roosevelt (comprehensive k-12) school, CTE building (inclusive of gymnasium), Middle school facilities (square footage not included in district profile), transportation building and an historic building that houses the administration office. The student population is of high poverty rate with approximately 75% of the student population coming from low-income households.

Required Documents - RFQ: Please submit three hard copies of your Statements of Qualifications (SOQ’s), addressing the following items, to assist the district in our review process;

A statement of your firms’ qualifications to meet the standards of the RFQ.

Demonstrate your firms’ recent experience in the design of athletic facilities, both interior and exterior.

Experience working with school districts preferred.

Three (3) references demonstrating your skills in working with school districts for similar design and development of facilities designated by the district and RFQ, and specifically small rural school systems within the last five (5) years.

Your firm’s capacity to take on the described projects beginning in spring/summer 2021.

The location of your nearest office to service our district through this RFQ.

Statements of Qualifications to be limited to twenty printed pages total.

A pre-submittal walkthrough will be available at 9:00AM on Thursday March 11, 2021. Please notify the district administrative office at (509) 633-2143 that your firm will attend the designated walkthrough.

The district seeks to ensure that small firms, minority and women-owned firms, veteran-owned firms, and labor surplus area firms are afforded the maximum practicable opportunity to compete for and obtain public contracts for services. The level of participation by small firms, minority and women-owned firms, veteran-owned firms, and labor surplus area firms shall be consistent with their general availability within the professional communities involved.

The district reserves the right to short-list consultants for interviews, or to make a final decision based on received statements of qualifications.

The District shall accept Statements of Qualifications that meet the specified requirements until 5:00 PM on March 26, 2021
