    Nespelem Junior Rodeo is set for April 28 and 29 at the Nespelem Rodeo Grounds, starting both days at 10 a.m. There are eight all-around saddles, nine reserve all-around jackets, handmade first-place buckles, all-around LP buckles, and payout to fourth place.     Electric City's council named Jared Armstrong as its public works director at its last meeting. Armstrong had been acting director since the end of March last spring when longtime director Ken Dexter retired after nearly 40 years of service to the city. Armstrong has been with the city crew for 15 years and came to the area from Lake County, California. Volunteers and friends from Okanogan County Fire District 2 in Elmer City fed 251 people at their pancake feed last Saturday.
