    There's a new handicapped-accessible parking and viewing area at the Ridge Riders Rodeo Grounds, just in time for this year's Colorama Pro-West Rodeo. Workers prepared the site last week and concrete was poured Thursday morning. Inspiration for the project was attributed to Ann Elliot, who had used the handicapped seating area, described by one Ridge Riders official as "poorly designed," and offered a good report on what she could see of the 2017 rodeo event, which wasn't much.     Two local Lions Club members attended the recent Lions International Multi District 19-Spring Conference in Worley, Idaho. Attending were Rob Loch and Birdie Hensley. Loch was honored by the group and given a certificate of appreciation for his “distinguished leadership” this past year as zone chairman for MD19-E2, which covers clubs from Almira, Davenport, Grand Coulee Dam, Reardan and Wilbur.     The Grand Coulee Dam Rotary Club's "shred day" event succfeeded in shredding up more than 6,000 pounds of documents brought in by people, many of whom also donated to a collection that topped more than $300 for the Care and Share Food Bank Saturday.     Inland Northwest Blood Center, along with the Grand Coulee community blood drive volunteers led by Leha Bodeau, is planning a blood drive for Monday, April 23. Donation hours will be from 12:30 to 4:15 p.m. at the community room in Coulee Medical Center. INBC needs an average of 200 blood donors every day to meet the needs of more than 35 hospitals in the Inland Northwest. A single donation can save the lives of up to three people!     Electric City's council named Jared Armstrong as its public works director at its last meeting. Armstrong had been acting director since the end of March last spring when longtime director Ken Dexter retired after nearly 40 years of service to the city. Armstrong has been with the city crew for 15 years and came to the area from Lake County, California.
