A 58-year-old man was found inside his vehicle in a ditch on “B” Street near the gate to the Bureau of Reclamation industrial area Friday night. The driver, Richard J. Wippel, was later pronounced dead at Coulee Medical Center. Police had to break a side window to gain entrance to the locked pickup, whose driver was then taken to the hospital. The police report stated that there was no sign of a pulse and it appeared that some type of medical condition caused the vehicle to leave the road. The vehicle was not damaged. The Grand Coulee Dam School District board made two decisions on athletic policy Monday night, one over the objections of one of its members. School board Director Ted Piccolo had issues with changing district policy so that student athletes can be failing one class and still participate in sports. The policy requires athletes to carry a 2.0 grade point average (C average) to participate in sports. Grand Coulee 11/18 - Someone during the night broke into a shower coin box, took it and also tried to access a second coin box at Coulee Playland. Cameras showed those responsible arrived in a truck and spent about 45 minutes on premises. Damage was estimated at $500. Construction site employment numbers revised Lydig Construction Assistant Superintendent Bohman Swanson at the Colville Tribal headquarters job site, provided better statistics on workers after a story in last week’s Star highlighted the jobs the project is offering. Swanson said that while about 50 workers are on site each day, about 30 of those, or 58 percent, are Native American. The company will need about 120 workers in coming months. Grand Coulee Police 11/11 - A woman on Federal Avenue told police that her husband had been kicked out of the house and she needed to get an anti-harassment order to keep him from contacting her. She was advised that she would need to go through the courts. - Police received a report of a stolen vehicle, then located it at a residence on Burdin Boulevard with the man who took it asleep in the back seat. Hospital District 6 commissioners passed a budget Monday night that anticipates changes in fee structures, increased employment, new doctors and a razor thin 0.1-percent net margin, basically break even. “We’re going to start conservative and expect to get better, not worse,” said Chief Executive Officer Debbie Bigelow. An Almira woman will be charged with drunken driving after she drove into a field off SR 174 Monday about 7 p.m. The Washington State Patrol reported that Alison M. Viebrocksteveson, 40, was injured when her 2003 GMC Denali left the highway as she was eastbound about a mile north of Wilbur, traveled through a field and struck a ditch at Alderson Road.
