    Grant PUD’s wholesale fiber network is on pace to bring in more than $12.5 million in revenue this year, which will help ensure that the utility’s covers the cost of operating the expanding network.     Grand Coulee Police 3/14 - A woman was reported as taking scrap metal from inside a fenced area at the Delano Transfer Station, then walking towards the PUD building. Police spoke to a man walking on trails near the PUD building and noted that he had a dryer cord wrapped around himself. The transfer station manager said he couldn’t describe an additional suspect.     Grant Public Utility District has seen a large increase in overdue accounts since the COVID-19 pandemic started. In January of 2020, before the pandemic, Grant PUD had just 39 residential customers in the 90-days-or-more overdue category, amounting to $1,012 in outstanding payments, Chief Customer Officer Dave Churchman told commissioners at their March 23 meeting.     A COVID-era rule intended to help individuals has meant lost revenue for cities, and utilities. Washington Gov. Jay Inslee’s Proclamation 20-23, first issued in March of 2020, doesn’t allow utilities to be shut off for a resident, nor for late fees to be charged.
