TOWN HALL MEETING
The Grand Coulee City Council will hold a town hall meeting to discuss the implementation of an ordinance pertaining to vacant business buildings. The special meeting will be held Tuesday, May 20, 2025, beginning at 5:00 p.m. in the City Council Chambers at City Hall, 306 Midway Avenue. Business owners are strongly encouraged to attend. The regular council meeting will immediately follow. The city hall is accessible to persons with disabilities. The city will make arrangements to reasonably accommodate the needs of special classes of citizens, including handicap accessibility.

TIB ADA Ramp Upgrades – Stage 1
Notice is hereby given that sealed bids will be received by the Town of Coulee Dam until 1:01 PM on June 4, 2025, at which time bids will be opened and publicly read aloud.
Bid proposals may be sent by mail, or hand delivered, to the Town Clerk at the Town of Coulee Dam, Town Hall, 300 Lincoln Avenue, Coulee Dam, WA 99116, prior to the opening. The envelope shall be plainly marked with “SEALED BID for the Town of Coulee Dam – TIB ADA Ramp Upgrades – Stage 1 Project” and shall clearly indicate the name and address of the bidder.
The bid opening will take place at Town Hall, 300 Lincoln Avenue, Coulee Dam, WA 99116 and will also be available virtually via Microsoft Teams.

Brief Description of Work:
This Contract provides for the improvement of the ADA Ramps throughout the town. Work includes constructing 25 ADA concrete curb ramps, 1320 linear feet of concrete traffic curb, traffic curb and gutter, pedestrian curb or rolled curb, 250 square yards of pavement repair, landscape restoration, pavement markings, traffic control, and other miscellaneous work.
Estimated Cost of Project: $270,000 - $310,000
Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL. The owner reserves the right to waive any informalities, minor defects, or to reject any or all bids.
All bid proposals shall be accompanied by a bid proposal deposit in certified check, cashier’s check, or surety bond in the amount equal to five (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the same time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Coulee Dam.

This Contract provides for the lining of approximately 1,875 LF of sanitary sewer pipe ranging in size from 8-inch to 10-inch as depicted in the project plans with a cured in place pipe (CIPP) liner system. Work also includes cleaning/removing of debris from the pipe, flushing the pipe, completing TV inspection of the sewer pipe pre and post lining, restoring sewer laterals and trimming protruding laterals and obstructions, providing sewer bypass, traffic control, and other miscellaneous items of work.

Notice of Open Record Public Hearing
NOTICE IS HEREBY GIVEN that the City of Electric City Planning Commission will hold an open record public hearing at 6:00 p.m. on Tuesday, May 27, 2025 at Electric City City Hall on the proposed repeal and replacement of Title 17 Subdivision of the Electric City Municipal Code (ECMC). This title of the ECMC contains regulations for the segregation or division of property in the community.
All interested persons are invited to attend and be heard. Those requiring assistance are requested to contact City Hall a minimum of 24 hours prior to the scheduled hearing to notify the City of the type of assistance required. STATE ENVIRONMENTAL POLICY ACT
Determination of Non-Significance
The City of Electric City proposes to repeal the existing Title 17 Subdivisions of the Electric City Municipal Code and adopt a new Title 17 to update the city’s subdivision regulations.
The City has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). A copy of the Environmental Checklist and draft plan are available for review at Electric City City Hall.
This determination is based on the following findings and conclusions:
Adoption of the new code is a non-project action.
This DNS is issued under WAC 197-11-340(2) and the comment/appeal period will end on May 27, 2025. Written comments must be submitted to the City of Electric City, P.O. Box 130, Electric City, WA 98123, no later than 4:00 PM, May 27. For further information contact Peggy Nevsimal at (509) 633-1510.
