Description of proposal: The Town of Coulee Dam is proposing to amend their 2017 Shoreline Master Program. The plan is periodically updated with current best available science, practices, and environmental regulations.

Location of proposal: The municipal town limits of Coulee Dam, within Douglas, Okanogan, and Grant County, Washington in Section Sections 36 and 31, T29N, R30E, and R31E.

The Town of Coulee Dam has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the attached Environmental Checklist and the Coulee Dam Shoreline Master Program. Threshold Determination:

Determination of

Non-Significance (DNS)

As provided by RCW 43.21C.240 and WAC 197-11-158, the lead agency has determined that the requirements for environmental analysis, protection, and mitigation measures have been adequately addressed in the applicable shoreline master program adopted under Chapter 173-26 RCW and in other local, state, or federal laws or rules. Therefore, the proposal is not likely to have significant adverse impact upon the environment, an Environmental Impact Statement is not required under RCW 43.21C.030(2)(C), and the Town of Coulee Dam will not require additional mitigation measures under SEPA. This decision was made after review of an Environmental Checklist and other information on file with the Town.

This information is available to the public upon request.

Affected property owners may request a change in valuation for property tax purposes notwithstanding any program of revaluation.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days. Comments must be submitted by Wednesday, August 30, 2023, to the responsible official.

Appeal procedures of this decision can be found under Section 45.04 Appeals – Type, I, II, III, and IV Project Permit Decisions or Recommendations of the Town of Coulee Dam Municipal Code. Appeals are filed with the Town of Coulee Dam and appealed by the Town Council. Appeals to the Town Council must be filed within thirty (30) days of the issuance of the written decision.
