Notice is hereby given that the City of Electric City will hold a 2023 Preliminary Budget Hearing on Tuesday, November 22, 2022 at 6:00pm at City Hall. In additional there will be a Public Hearing on the Revenue Source/Ad Valorem Tax for the Budget year 2023. All interested persons will be given the opportunity to provide either written or oral comments concerning the 2023 Budget and the Revenue Source/Ad Valorem Tax at said Hearings.

Notice of Public Budget Hearing and

Change of Regular Meeting Time

Public Hospital District No. 6,

Douglas, Grant, Lincoln, & Okanogan Counties, WA

Public Hospital District No. 6, Douglas, Grant, Lincoln and Okanogan Counties, Washington; which operates Coulee Medical Center and Coulee City Clinic, will conduct a public hearing on the proposed 2023 budget for the aforementioned facilities.

The hearing, open to the public, is Monday, November 28th 2022 at 5:30pm via zoom and in the CMC training room, the zoom information can be found at http://www.cmccares.org.

A summary of the proposed budget is available in advance for interested parties and may be obtained for review by contacting the Chief Financial Officer at Coulee Medical Center.

The regularly scheduled Board of Commissioners meeting for November will be immediately following the budget hearing.

Request for Qualifications to Provide Consulting

Services for Design and Construction

Observation Services of

Grand Coulee Dam Airport Improvements

The Grand Coulee Dam Airport is requesting Statements of Qualifications (SOQ) from firms interested in providing consulting engineering services for the design and construction observation of improvements at the Grand Coulee Dam Airport. It is anticipated that these improvements would take place over a five year period. The improvements include, but are not limited to the following:

Installation of PAPIs

Installation of REILS

Installation of aviation fuel facility.

Obstruction Removal

The scope of work for the desired consulting services includes design engineering, project management, management of supporting programs (including, but not limited to the DBE Program), and construction management as well as all portions of Federal airport grant process from project pre-application through project closeout.

Selection criteria contained in the Federal Aviation Administration Advisory Circular 150/5100-14, as amended, will be applied in the following order of importance:

Recent experience and knowledge in airport projects comparable to the proposed projects.

Key personnel’s professional background and relevant experience, which shall include demonstrated abilities to perform all aspects of the project such as financial and technical analysis, civil design, and mechanical and electrical engineering.

Demonstrated ability to execute schedules and meet deadlines.

Demonstrated ability to complete projects within the established budget.

Capability to furnish qualified inspectors with FAA Airport Improvement Program project experience for construction inspections.

The selection of the successful firm will be based upon:

Evaluation of the experience and qualifications of those firms submitting statements under this announcement.

Personal interviews and/or telephone interviews may be held at the discretion of the Grant County Port District #7.

Any contacts awarded under this request for qualifications are expected to be funded in part by United States Federal Aviation Administration (FAA) grants. The proposed contract will be under and subject to Executive Order 11246 of 24 September 1965, as amended (Affirmative Action to Ensure Equal Opportunity).

Statements of Qualifications must be submitted in a sealed envelope, five copies of each, and marked: Grand Coulee Dam Airport Improvements, Qualifications for Consulting Engineering Services. Said Statements of Qualifications must be sent to the Grant County Port District U.S. mail address:
