NOTICE IS HEREBY GIVEN that The Town of Nespelem will hold the 2023 Preliminary Budget Public Hearing at Town Hall, 330 9th, Nespelem, WA 99155, November 9th, 2022 at 5:00 pm. Copies of the 2022 preliminary budget are available at Town Hall during business hours. All interested person will be give the opportunity to provide written or oral comments.

Ordinance 803 – setting salaries and wages for officers and employees of the town for the calendar year 2023 and repealing ordinance No. 798.

Airport Improvements

The Grand Coulee Dam Airport is requesting Statements of Qualifications (SOQ) from firms interested in providing consulting engineering services for the design and construction observation of improvements at the Grand Coulee Dam Airport. It is anticipated that these improvements would take place over a five year period. The improvements include, but are not limited to the following:

Installation of PAPIs

Installation of REILS

Installation of aviation fuel facility.

The scope of work for the desired consulting services includes design engineering, project management, management of supporting programs (including, but not limited to the DBE Program), and construction management as well as all portions of Federal airport grant process from project pre-application through project closeout.

Selection criteria contained in the Federal Aviation Administration Advisory Circular 150/5100-14, as amended, will be applied in the following order of importance:

Recent experience and knowledge in airport projects comparable to the proposed projects.

Key personnel’s professional background and relevant experience, which shall include demonstrated abilities to perform all aspects of the project such as financial and technical analysis, civil design, and mechanical and electrical engineering.

Demonstrated ability to execute schedules and meet deadlines.

Demonstrated ability to complete projects within the established budget.

Capability to furnish qualified inspectors with FAA Airport Improvement Program project experience for construction inspections.

The selection of the successful firm will be based upon:

Evaluation of the experience and qualifications of those firms submitting statements under this announcement.

Personal interviews and/or telephone interviews may be held at the discretion of the Grant County Port District #7.

Any contacts awarded under this request for qualifications are expected to be funded in part by United States Federal Aviation Administration (FAA) grants. The proposed contract will be under and subject to Executive Order 11246 of 24 September 1965, as amended (Affirmative Action to Ensure Equal Opportunity).

6th Street Improvements Project

Notice is hereby given that sealed bids will be received by the Town of Coulee Dam Clerk until 11:01 AM on Tuesday, December 6, 2022, at which time bids will be opened and publicly read aloud.

Bid proposals may be sent by mail, or hand delivered, to the Town Clerk at the Town of Coulee Dam, Town Hall, 300 Lincoln Avenue, Coulee Dam, WA 9935, prior to the opening. The envelope shall be plainly marked with “SEALED BID for the Town of Coulee Dam – 6th Street Improvements Project” and shall clearly indicate the name and address of the bidder. The bid opening will take place at the Town of Coulee Dam, Town Hall, 300 Lincoln Avenue, Coulee Dam, WA 99116. Proposals received after the time fixed for opening will not be considered.

Brief Description of Work:

The project consists of improvements to 6th Street from Aspen Street to Central Drive. Work includes approximately 5,330 square yards of full depth reclamation with cement treated base, 180 cubic yards of roadway excavation, 846 tons of asphalt paving, retrofitting 24 ADA ramps, 284 linear feet of concrete curb, 1,292 linear feet of concrete curb and gutter, 852 linear feet of reinforced concrete valley gutter, storm drainage improvements, pavement markings, erosion and sediment control, traffic control and other miscellaneous work.

Estimated Cost of Project: $600,000 - $635,000

Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The owner reserves the right to waive any informalities, minor defects, or to reject any or all bids.

All bid proposals shall be accompanied by a bid proposal deposit in certified check, cashier’s check, or surety bond in the amount equal to five (5%) of the amount of such bid proposal. Should the successful bidder fail to enter such contract and furnish satisfactory performance bond within the same time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Coulee Dam.
