School levies coming to February ballot

Based on same tax rate as current levies

Two levies with a combined tax rate of $4.20 per thousand dollars of assessed property value will be on the ballot in February to replace expiring levies of the same combined rate.

On Monday, the Grand Coulee Dam School District Board of Directors approved two resolutions containing the language of the levies for the upcoming ballot. 

Together, the levies are expected to raise between $1.4 million and $1.7 million annually from 2023 through 2026.

The Educational Programs and Operations Levy seeks an estimated $2.50 per thousand dollars of assessed property value to collect $896,000 in 2023, $963,000 in 2024, $1,011,000 in 2025, and $1,041,000 in 2026.

Superintendent Paul Turner explained that if property values go up significantly, it may take less than $2.50 per thousand dollars of assessed property values to reach the target goal, and that they simply collect their target amount and not more.

The money would be used “for educational programs and operation expenses not funded by the State,” according to the resolution.

The other levy, titled the Capital Levy for Safety, Technology and Facilities Improvement, seeks an estimated $1.70 per thousand dollars of assessed property value to collect $595,000 in 2023, $625,000 in 2024, $644,000 in 2025, and $663,000 in 2026.

That money would be used to “make safety, technology and facilities improvements (including improving safety/security systems; acquiring classroom computers and other technology equipment; renovating Lake Roosevelt School; upgrading athletic facilities,)” according to the resolution.

There wasn’t much discussion prior to the board approving the resolutions. 

Director Butch Stanger questioned the use of the term “excess tax” in language contained in the levies, saying the levies weren’t excessive, to which Turner responded he thought it was likely “legalese” terminology necessary when writing a levy.

The resolutions passed unanimously.
