To the Citizens of the Town of Coulee Dam, notice is hereby given that the Town of Coulee Dam will hold a Public Hearing on the Revenue Source/Ad Valorem Tax for the Budget year 2022 on November 10, 2021, 6:00pm via teleconference. All interested persons will be given the opportunity to provide written or oral comments on Revenue Sources and possible increases in property tax revenues at said hearing.

REQUEST FOR STATEMENT OF QUALIFICATIONS

MUNICIPAL ENGINEERING SERVICES

The City of Electric City will accept Statements of Qualifications from firms interested in providing professional municipal engineering services during the 2022-2023 calendar years. The City will be selecting a consulting engineering firm for various municipal engineering services for water, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical engineering reports, cost estimates, environmental reviews, plans, specifications, and construction administration services. Consultant shall have extensive experience with the preparation of funding applications. Design, plans, specifications, and services during construction for street and utility improvements may include those funded by TIB, WSDOT/FHWA, STBG, WDOE, USDA-RD, CDBG, CERB, SIP, EDA, DWSRF, PWTF, SRTS and federal stimulus grant funds.

The City may submit grant application(s) to the Washington State Department of Commerce Community Development Block Grant (CDBG) program and/or applications to other agencies/programs for funding to complete a study and/or construction project(s). Should CDBG grant funds be secured, cost plus percentage of construction cost consultant agreements will not be allowed. State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement and conduct of the project.

Statements of Qualifications shall be limited to twelve (12) pages and will be evaluated on relevant experience in similar work, qualifications of key personnel, familiarity with the City of Electric City and/or experience with municipalities of similar size, experience with state and federal funding programs, previous performance on public projects, and references. Three (3) copies of the Statement of Qualifications shall be submitted.

The City’s selection of a consultant for these engineering services will be made from the Statement of Qualifications received at City Hall by 4:00 p.m. on Wednesday, November 24, 2021 Statement of Qualifications should be delivered to Diane Kohout, Mayor, City of Electric City, 10 Western Avenue, Electric City, WA 99123 or mailed to P.O. Box 130, Electric City, WA 99123. Phone: 509-633-1510. The most highly rated firm will be selected for negotiation of a professional services contract. Interviews may be held at the City’s discretion.

A lawsuit has been filed against you in the above-stated Court by the Petitioners above. In order to defend against this lawsuit, you must answer the Complaint by stating your defense in writing and filing it by mail or in person upon the Petitioners and with the Court. If you fail to do this within twenty days if you live on the Colville Reservation and thirty days if you live off the Colville Reservation, after the date of the first publication of this Summons, a default judgment may be entered against you.

A default judgment is one where the Petitioners are entitled to receive what they are asking for in the Complaint because you have not answered the complaint in writing. An Eviction hearing shall be set for December 7, 2021 at 9:00 a.m. at the Colville Tribal Courthouse, Nespelem, Washington.
