Grand Coulee

4/23 - A man who lives in an apartment on Main Street was upset that a man moving into the apartment upstairs was making so much noise he couldn’t hear the TV, and also that his mirror had fallen off the wall and broken while they were moving in upstairs. There was no crime committed.

- A caller on Goodfellow Avenue reported that an elderly woman had fallen on her front steps and was lying motionless. The caller didn’t want to check on the her, deciding it was more important to take a shower, the police report states. Police arrived and discovered the victim was actually a bundled-up blanket lying on the steps. An ambulance was advised that there was no emergency.

- Grand Coulee Police were asked to assist Coulee Dam Police regarding a report of suspicious people on Stevens Avenue leaving in a white suburban. Coulee Dam Police had no on-duty nor on-call officer available at the time. When Grand Coulee police arrived, they were unable to find the described suspicious people.

4/24 - An officer saw a white Toyota RAV4 with neither front nor rear license plates at Coulee Gas on Midway Avenue at night. The officer turned on his overhead lights on Federal Avenue to pull the vehicle over after it left the gas station, but the vehicle accelerated toward Spokane Way. The officer turned on his siren, but the vehicle still didn’t stop at the stop sign, continuing on Spokane Way. The vehicle headed east toward Wilbur on SR-174, again not stopping at a stop sign. The vehicle was traveling at 80 mph according to the police report, and “blacked out,” turning off all of its lights. The pursuing officer informed Lincoln County officers about the vehicle, and described the men he saw get out of and into the vehicle at the gas station. The vehicle turned onto a dirt road, “blacked out” again, and the officer ended the pursuit. The officer returned to the gas station and requested video surveillance footage. An attendant informed the officer that one of the men had paid with a fake $100 bill, which was collected as evidence.

4/25 - A truck was pulled over near Coulee Gas for having expired tabs. The driver immediately said he was going to jail. When asked why, the driver said his license was suspended in the first degree. The officer confirmed the suspended license and issued him a citation, but did not take him to jail.

4/26 - A woman on Weil Place reported a man with a black backpack was yelling near her home and was now near Les Schwab. An officer told the man to keep it down because he was waking people up with his yeling. The man said he would keep it down and continued walking to his friend’s house.

- At about 5:30 a.m. a man was found sleeping on the Electric City Post Office loading dock. The man left without incident. The post office requested extra patrols and to not let the man sleep on post office property.

- A man was reported by the Coulee Dam city clerk to be in the Coulee Dam Police office while no officers were around. A Grand Coulee officer searched the building, found no one, and locked up the office.

- A man, who said he is from out of town, reported that while at a Dill Avenue residence, two men, whom he identified, “jumped” him and stole his grey backpack containing clothes and a “Rambo: First Blood” knife, valued at $200. The man was making threats of retribution against the men he said had stolen from him. He said that, as an experienced fighter, he had blocked most of their attacks. An officer observed no signs of injury. Officers responded to the Dill Avenue residence, where they spoke to one of the identified men said to have robbed the man from out of town. That man said there was no backpack, but there was a disagreement with the reporting party over an allegation that he was sleeping with a 13-year-old. Also, a foot scooter and lawn mower were said to have been stolen from the reporting party. An officer noted that the reporting party had no items on him. Officers found no backpack, and the reporting party refused to fill out a statement.

4/27 - A man reported a possible domestic violence issue on Grand Avenue, but he didn’t see any violence. A man and woman were adamant to an officer that they hadn’t struck each other, but may have yelled at each other because their dogs got loose.

4/28 - A man on Dill Avenue reported that a neighbor was videotaping him. An officer explained that, as childish as it may seem, videotaping in public is not a crime, and it’s best to ignore the neighbor.

4/29 - A woman on Hill Street reported that her husband pushed her, explaining that he has dementia, sometimes acts out, and that she is afraid of what he might do. The man was not at the residence at the time. Police told her to call if she gets scared.

- A man wanted for an assault was reportedly on Dill Street the previous day, lying down in the back seat of a sedan that drove to a King Street residence. An officer spoke with a woman there who said the man was not there but had gone down Alcan Road. The officer told her he didn’t see the man there, and that he would get a warrant, and if he found the man in the residence she would be charged with harboring a fugitive. The woman then admitted the man was there. The officer found the man, arrested him and took him to Grant County Jail on assault charges.

- Someone reported that a man involved in an assault the previous day on Dill Street was walking around with a machete hidden down his pants, and that one of the victims of that assault was also walking around. The reporting party just didn’t want anything to happen.

- An officer responded to multiple 911 calls on Dill Avenue from different callers. An officer arrived, saw a man with a black bar, and told him to drop it, which he did, explaining that a neighbor had thrown it at him and also broken his sister’s cell phone, which he showed the officer. The officer went to speak to the neighbor, who said the other man had thrown a rock at his truck and was yelling and screaming at him, that he neither threw the black bar nor broke the cell phone. He also said he was concussed from an incident the day before, involving nearly all the same people, from which he received stitches and a wrist brace. The sister said he did break her phone, but the officer noted in his report that none of the people involved were credible. The officer had the two men meet in the street to settle differences, stay out of each others’ business, and to call the police instead of taking matters into their own hands in the future. The officer noted the men continued to talk about settling scores and handling it themselves, that this is a prolonged issue in the high-crime area of Dill Street and that cooperation with police is low.

- A boy and girl were said to be throwing rocks at traffic in the area of Ronald Drive. An officer didn’t find any kids matching the description. Another group of kids, not matching the description, said they had not seen anything.

- Seven separate vehicles were given tow notices for being parked on a public street with tabs expired more than 45 days.

- A Lakeview Avenue man reported someone trying to break into his house. His cat’s odd behavior had alerted him to the man, who took off running. An officer was unable to locate the intruder.

Coulee Dam

4/17 - Someone was reported to be yelling and screaming loudly on Columbia Avenue. Multiple officers searched the area, including surrounding streets, but were unable to find anyone.

- A Lake Roosevelt student thought his truck had been stolen. When an officer arrived, he explained that he had parked on the west side of the gym to work out, left the keys in the truck with the doors unlocked, and when he returned the truck was gone. He later found it parked on the southeast side of the high school. The officer told him it must have been a trick performed by one of his “friends.”

4/20 - A man reportedly attempted to pay with a counterfeit $100 bill at both Harvest Foods and the smoke shop in Coulee Dam. The man, who took off on foot from Harvest Foods after police were called, was identified by an officer from a photo taken by a Harvest Foods employee. The bill was taken as evidence and security footage is being obtained from the smoke shop.

4/24 - A man on Stevens Avenue requested a follow up on his phone call from the previous night, at which time he had recorded a man and woman in the alleyway behind his home. A white SUV had been driving up and down the street, the man said, and then the man and woman got into the SUV after walking near two open garage doors. A man on Columbia Avenue reported that a similar pair had been in his yard and nearby alleyway. A woman on Spokane Avenue also provided footage of a white SUV driving up and down Stevens with a man and woman getting out of the vehicle at one point before it continued driving. An officer collected the footage. Two subjects were also reported to be looking into vehicles around that same time on Ferry Street.
