REQUEST FOR PROPOSAL (RFP)

MUNICIPAL SOLID WASTE COLLECTION,

DISPOSAL AND RECYCLING SERVICES FOR THE CITIES OF COULEE DAM,

ELECTRIC CITY, GRAND COULEE

AND THE TOWN OF ELMER CITY

Introduction and Instructions

The Regional Board of Mayors (R.B.O.M.) on behalf of the four municipalities intends to award a contract for municipal solid waste collection, disposal and recycling services. The R.B.O.M. is requesting proposals for the collection, removal and disposal of municipal solid waste for residential and commercial services and to divert suitable materials for recycling. All materials to be disposed at the Delano Regional Transfer Station in Grand Coulee, WA and subsequently transferred to the Ephrata Landfill for final disposal.

Five (5) copies of the RFP must be delivered on or before Thursday October 18, 2018 at 2:00 p.m. Submissions received after this time will be rejected and returned unopened. There will be no public opening. The envelope or box containing the RFP must be sealed and clearly marked “Request for Proposal Municipal Solid Waste Collection Disposal and Recycling Services for the R.B.O.M”. Questions regarding this request must be submitted in writing to Russ Powers, City Clerk/Treasurer via email at ecclerk@electriccity.us with “RFP Solid Waste and Recycling” in the subject line. It is the sender’s responsibility to verify receipt of email. Interpretations or clarifications which result in an Addendum must be acknowledged and included in your RFP submission. Responder names will be posted on the City’s website.

Regular Meeting Date

Public Hospital District No. 6, Douglas, Grant, Lincoln & Okanogan Counties, Washington

Public Hospital District No. 6, Douglas, Grant, Lincoln and Okanogan Counties, Washington; which operates Coulee Medical Center and Coulee City Clinic, will be changing the regular Board meeting date for the month of September.

The next Board meeting will be held Monday, October 1, 2018 at 6 p.m. in the

Coulee Medical Center training room.

Colville Reservation Public Works Department

PUBLIC NOTICE

The Colville Tribes Land Use Review Board will be holding a public hearing to make a ruling on the following shoreline development conditional use permits:

A land use and development application has been submitted by WADOT to replace the terminals at the Keller Ferry Landing. The project location is within Township 28 North, Range 33 East, Section 8 and is within the boundaries of the Colville Indian Reservation and Ferry County Washington.

A public hearing for the above mentioned Conditional Use Permits will be conducted on Wednesday September 26, 2018 at the Colville Tribes Public Works Department located at 12 Lakes Street (Colville Indian Agency) starting at 9:30 a.m. Written comments will be accepted until Monday September 24, 2018 at 4 p.m. or comments can be made verbally at the public hearing. All comments may be sent to Pete Palmer, Land Use/Shoreline Administrator, Public Works Department, P.O. Box 150, Nespelem, WA 99155 or they can be emailed to her attention at pete.palmer@colvilletribes.com Contact the Tribal Public Works Department at the afore-mentioned address or phone number to request a copy of the permit documents.
