On or after August 23, 2016, Charter Communications will start encrypting the Basic Service Tier offering on your cable system.

If you have a set-top box, digital transport adapter (DTA), or a retail CableCARD device connected to each of your TVs, you will be unaffected by this change. However, if you are currently receiving the Basic Service Tier offering on any TV without equipment supplied by Charter, you will lose the ability to view any channels on that TV.

If you are affected, you should contact Charter to arrange for the equipment you need to continue receiving your services. In such case, you are entitled to receive equipment at no additional charge or service fee for a limited period of time. The number and type of devices you are entitled to receive and for how long will vary depending on your situation.

If you are a Basic Service Tier offering customer and receive the service on your TV without Charter-supplied equipment, you are entitled to up to two devices for two years (five years if you also receive Medi-caid). If you subscribe to a higher level of service and receive the Basic Service Tier offering on a secondary TV without Charter-supplied equipment, you are entitled to one device for one year.

To qualify for any equipment at no additional charge or service fee, you must request the equipment within 120 days after the date your service is encrypted, which begins August 23, 2016, and will continue through December 21, 2016, and satisfy all other eligibility requirements.

NOTICE IS HEREBY GIVEN that a public workshop will be held by Electric City and the Washington State University’s Rural Community Design Initiative from 1:00 to 4:00 p.m. on July 16, 2016, in the park behind City Hall, located at 10 Western Avenue, Electric City, Washington, to receive public input regarding the planning of Parks and Recreation in Electric City. We will be discussing and asking for further suggestions on the draft design proposals presented by RCDI for Electric City’s parks, trails and revitalization.

The public is encouraged to attend, comment and be involved with sharing and seeing the vision of Electric City. Ice Cream will be served and provided by MJ’s Bistro in Electric City. You can also submit comments regarding parks and recreation in writing to City of Electric City, PO Box 130, Electric City, WA 99123. PUBLIC NOTICE

ACCU Construction, Inc., Han Ryu, 2098 S Grand Ave Ste A Santa Ana, CA 92705, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Grand Coulee Dam, is located at various roads and parking lots surrounding Grand Coulee Dam Industrial Area and Power Plants Area, including Boat Launch Ramp Access Road and a portion of Federal Highway 155 in Grant County.

This project involves 15 acres of soil disturbance for Highway or Road construction activities.

The receiving waterbody is Franklin D Roosevelt Lake.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or inter-ested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degra-dation requirements under WAC
