Cellco Partnership and its controlled affiliates doing business as Verizon Wireless (Verizon Wireless) proposes to construct a 120-foot Self-Support Communications Tower at the approx. vicinity of Highway 155, Coulee Dam, Okanogan County, WA 99116. NOTICE OF APPLICATIONS

FOR CHANGE OF GROUNDWATER

CERTIFICATES 273-D AND 35-A

TAKE NOTICE:

David Stevens of Wilson Creek, Washington, has made two APPLICATIONS FOR CHANGE / TRANSFER of water rights.

1. Groundwater Certificate 273-D. The Grant County Conservancy Board has assigned number GRAN-15-04 to this change application. The Department of Ecology has assigned tracking number CG3-*00241S to this application.

Be it known that Groundwater Certificate 273-D with a priority date of 1915, having a current authorization for 250 gallons per minute, and 158 acre-feet per year, for domestic supply and irrigation of 35 acres. The existing point of withdrawal is a well in the SE 1/4 SE 1/4 Section 3, T22N, R28E W.M., Grant County, Washington. The existing place of use is the NW 1/4 of Section 10, T22N, R28E W.M.; W 1/2 NE 1/4 Section 10, T22N, R28E W.M.; and those portions of S 1/2 S 1/2 Section 3, T22N, R28E W.M. known as Tracts B, C, D, and E of Stratford Orchard Tracts.

The proposed changes to this entire certificate are to change the point of withdrawal and place of use. The proposed point of withdrawal will be a well located in the NE 1/4 SW 1/4, Section 2, T22N, R28E W.M. in Grant County. The proposed place of use is located within Sections 3 and 4, T22N, R29E W.M. A detailed map of the proposed place of use is on file with the Conservancy Board and is available upon request.

2. Groundwater Certificate 35-A. The Grant County Conservancy Board has assigned number GRAN-15-05 to this application. The Department of Ecology has assigned tracking number CG3-*00387C to this application.

Be it known that Groundwater Certificate 35-A with a priority date of October 14, 1946, having a current authorization for 1,000 gallons per minute, and 314.5 acre-feet per year, for domestic supply and irrigation of 69 acres. The existing point of withdrawal is a well in Tract B of Stratford Orchard Tracts in Section 3, T22N, R28E, W.M., Grant County, Washington. The existing place of use is the NW 1/4 of Section 10, T22N, R28E W.M.; W 1/2 NE 1/4 Section 10, T22N, R28E W.M.; and those portions of/or located in S 1/2 S 1/2 Section 3, T22N, R28E W.M. known as Tracts B, C, D, and E of Stratford Orchard Tracts.

The proposed changes to this entire certificate are to change the point of withdrawal and place of use and add additional irrigated acres. The proposed point of withdrawal will be a well located in the NE 1/4 SW 1/4, Section 2, T22N, R28E W.M. in Grant County. The proposed place of use is located within Sections 3 and 4, T22N, R29E W.M. in Grant County. The number of irrigated acres is proposed to be expanded to 93 acres. A detailed map of the proposed place of use is on file with the Conservancy Board and is available upon request.

Any interested party may submit comments, objections, and other information to the board regarding these applications. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at PO Box 761, 4975 Road 13.5 SW, Royal City, WA 99357.

Any protests or objections to the approval of these applications may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) NON-REFUNDABLE recording fee, per application protested (PLEASE REMIT CHECK OR MONEY ORDER ONLY), and filed with the Cashiering Section, State of Washington, Department of Ecology, PO Box 47611, Olympia WA 98504-7611 within thirty (30) days from July 29, 2015.
