    Helen (Ottosen) Purdy passed away Sunday, Aug. 10, 2014, at Fairfield Care in Fairfield, Wash. She was born January 26, 1927, in Fairfield, to Elmer and Olive Ottosen (Clark). She graduated from Fairfield High School in 1945 and Sacred Heart School of Nursing in 1948. She married Ed Purdy in 1949 and moved to Seattle where she worked at Swedish Hospital.     Hugh T Smith (Smitty), 90, of Spokane Valley passed away Thursday, Aug. 7, 2014. He was born March 12, 1924, in Brewster, Wash. He was married to Anita M Smith for 67 years, he was also was survived by his sister Alice Deleganes from Portland, Ore. Smith and his father were carpenters employed on the Grand Coulee Dam project Smitty chose to work with his dad for the same pay instead of going to high school.     Civil service commissioner needed Kenneth Carroll has resigned his position on Grand Coulee’s Civil Service Commission, effective immediately. The commission is made up of three commissioners. A replacement selection will be made by Mayor Chris Christopherson.     1 Years Ago Clark Slattery, Coulee Dam, has been over charged for electricity for 29 years. Coulee Dam issued him a check this week for $3,800.00. Slattery says they still owe him about $15,000.00 but the city says the statue of limitations can only go back six years.     A land donation to the town of Coulee Dam by an Anacortes woman will close at 10 a.m. Tuesday, Aug. 21, at town hall. Diane Hartzell, whose father, Melvin Hartzell, worked on Grand Coulee Dam in the mid-1930s, had purchased the property being donated, with the hope of someday building a retirement home here. The property, about an acre in size, is located at the north end of River Drive, with a portion of it overlooking the Columbia River.     1 Years Ago Detective Don Redfield of the Colville Tribal Police stated that no charges will be filed against the 9-year-old child, who apparently started the 1900 acre fire that threatened homes on the hillside of highway 155 near Elmer City on July 29th. The child was playing with a lighter and setting small dolls on fire when the fire erupted.     Several weeks back, Jess Utz wrote an article in The Star about the merging of Coulee Dam, Electric City and Grand Coulee into one town. I know this is a subject that has been brought up many times in the past, and it’s never gone anywhere for one reason or another. I am hoping that everyone will take a second look at the pros and cons of such a merging. Each town has its finer points and also weaknesses in city governing than the next.
