Electric City is retreating so it can move forward.

The city plans a retreat for its council, mayor and staff next Saturday, Jan. 23, in Ephrata.

The retreat is scheduled as a refresher, reviewing policies and procedures, and planning for the future — moving ahead.

The council’s newest member, Birdie Hensley, took issue with the city’s attorney, Katherine Kenison, being moderator of the meeting.

“I am not sure why you were picked as moderator; nothing personal, but I think some more neutral person should do this duty. I consider you as staff, but if you are the moderator I am willing to work with you and others,” Hensley wrote the attorney.

Kenison didn’t respond to the letter, but sent it back to city staff.

The city group will meet at 9 a.m., Saturday, Jan. 23, at 124 Enterprise Avenue in Ephrata. The public is invited to attend.

Hensley in her letter outlined her own agenda items:

• The city staff should attend but not dominate the conversation.

• Visitors should not be able to take part.

• The council’s and mayor’s responsibilities should be discussed.

• Room should be set up with a round table.

• Set goals for the city.

• Council needs more complete reports before voting on issues.

• Discuss hotel/motel RCW’s (laws).

• Discuss employees getting comp time.

The city had its own agenda plans, including discussions on:

• parliamentary procedure,

• recording of meetings,

• audience participation at meetings,

• public transparency, and

• team building.
