Police checked on an Oregon kayaker who was sitting on the rocks talking on his cell phone from inside the buoy line above the dam.

Logan Wetherell, of Umpqua, Ore., had kayaked from the Canadian border to Grand Coulee Dam and was figuring out how to get his kayak to the bridge area so he could continue his trip.

Police stated that he had his red kayak on a hand drawn trailer and was about to relocate to the bridge area.

They noted that Wetherell was charging his cell phone with a solar powered charger.

The man had exited Lake Roosevelt at Crescent Bay.

When officers decided he didn’t pose any kind of threat, Wetherell was allowed to continue.
