The Grand Coulee Dam School District board has awarded a double contract to OAC Services of Spokane to oversee two phases of the K-12 new school facility construction process.

The board awarded dual contracts for “value engineering” and “constructability review,” both state requirements.

OAC will, in its value engineering contract, determine if the planned structure is a wise use of state tax revenues and if the plans are the most efficient way of construction.

“Essentially, this provides an extra set of eyes to make certain we are getting the most for our dollars,” Superintendent Dennis Carlson said.

The board also awarded the constructability review contract to the same firm. In this review OAC will send in a team to review the site, plans, and make certain that all requirements and regulations are met.

OAC was one of the firms that interviewed for the management construction contract.

Each of the two reviews will cost the district about $70,000.

“This oversight is required by the state and makes certain the project goes well,” Carlson said.
