NOTICE OF CANCELLATION OF COUNCIL MEETING

To the citizens of the Town of Coulee Dam, Washington, the Town Council of the Town of Coulee Dam, Washington will not conduct a Council Meeting on Wednesday, October 8, 2014 due to lack of quorum. The next regular council meeting will be held on October 22, 2014, at 6:00 p.m.

1. Overview of Requirements

This RFQ is a two part process. First, a request for qualifications of those firms or individuals qualified to carry out the work we are seeking. Second, following a selection process, a Request for Proposals (RFP) to create the end product.

We are seeking a firm or individual who is trained & certified in architecture to create a set of architecture conceptual drawings of the exterior, interior and elevations of a proposed Aquatic Wellness and Fitness Center to be located in Grand Coulee, Washington. This center will have the following aquatic elements as well as parking for 20 to 25 vehicles: a “short-course pool” capable of hosting high school competitions, a shallow water area for children, and an aquatic therapeutic element. The center will have weights and aerobics workout space, and an attached community meeting space capable of being divided into three spaces. Office space, mechanical and utility spaces, separate locker and shower spaces and an entry lobby with sales area. All spaces will meet Americans Disabilities Act (ADA) standards.

Coulee Area Park and Recreation District (CAPRD) was created by vote in 2003. At that time its primary mission was to seek out a location and funding to build the mentioned Aquatic Wellness and Fitness Center. Today, we primarily manage North Dam Park and Event Center in Grand Coulee, Washington. CAPRD is authorized as a Taxing District (RCW 84.04.120) though we do not tax at this time. CAPRD has received a Strategic Infrastructure Program (SIP) Grant from Grant County, Washington, to produce a set of architecture conceptual drawings which will be extensively used in our program to acquire the needed funding to build the Aquatic Wellness and Fitness Center.

Request for Qualifications

2.1) Enquiries:

All enquiries related to this RFQ are to be directed, in writing, to the contact person at the mailing address on the front of this RFQ. Information obtained from any other source in not official and should not be relied upon.

2.2) Closing Date:

Complete hard copies and one electronic copy of each response must be received no later than October 29, 2014 at 11:59pm at the address on the front of this RFQ. Responses must not be sent by facsimile. Responses and their envelopes should be clearly marked with the name and address of the respondent and project title.

2.3) Late Responses:

Late responses will only be accepted if an extension is provided 48 hours in advance.

2.4) Qualifications Review Committee:

Representatives from various segments of leadership in the communities the district serves will be the body of our Qualifications Review Committee (QRC). They will represent the park district, hospital district, school district and include elected officials.

2.5) Review and Selection:

The Qualifications Review Committee will check responses against the established criteria. Responses not meeting all mandatory criteria will not be considered for review. All qualified respondents will be provided with a copy of the Request for Proposal (RFP) upon its issuance. The RFP will address the scope of work needed to create a set of Architectural Conceptual Drawings of the Aquatic Wellness and Fitness Center. Interviews may occur in Grand Coulee, Washington at future date with select members of the Qualifications Review Committee. Please read “Evaluation Criteria” item #5, regarding the details on how the QRC will evaluate each respondent.

2.6) Signed Responses:

Responses must be signed by the principle of the firm or their designated representative submitting the response.

3.7) This RFQ is not a binding agreement to purchase any goods or services. Responses to this RFQ will be assessed against the qualifications set forth in our qualifications criteria review and, if chosen for the “short-list,” will be contacted to respond to our RFP.

Services

Final qualified respondents receiving the Request for Proposal (RFP) for this project may be required to perform and be responsible for:

Transportation to and from the selected site in Grand Coulee, Washington

Meet with representative(s) associated with this work to discuss the project

Evaluation Criteria

The criteria the QRC will use to judge qualification against.

Years of experience in the architecture field

Experience in creating architecture conceptual drawings of this type

Experience in designing projects of this type

Proven capacity to complete a project on budget and on time

Sample(s) of produced architecture conceptual drawings of this type

List of recent recognition and awards received for work in this arena

Submission Requirements

The following items are required:

A thorough resume addressing training, experience and projects completed as well as response to item #4 above, Evaluation Criteria

Statement of Interest

A fee proposal for this project

Conflict of Interest

Please provide a letter stating any potential conflict of interest, if they exist, associated with this project.

Limitations

The Coulee Area Park and Recreation District may, at any time, cancel this Request for Qualifications.

Public Hearing

NOTICE IS HEREBY GIVEN the City of Electric City will hold a public hearing to consider revenue sources for the 2015 budget, including consideration of possible increases in property tax revenues on Tuesday, October 14, 2014, at 5:45 p.m. at the Electric City Hall, 10 Western Avenue, Electric City, Washington. All interested persons will be given the opportunity to provide both written and oral comments on revenue sources for the 2015 budget at said public hearing. City Hall is handicapped accessible.

Budget Hearing

The Town of Elmer City will hold a Budget Hearing on Thursday, October 9, 2014 at 6:30 p.m. The Budget Hearing will be held at Elmer City Town Hall, 505 Seaton Ave., Elmer City, WA. All interested persons are encouraged to attend and will be given the opportunity to provide written or oral comments at said meeting.

The Town Hall is handicap accessible.
