Public Review Period for Adoption of the Odessa

Subarea Special Study Final Environmental Impact

Statement and Record of Decision

The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS) is adopting the 2012 Odessa Subarea Special Study Final Environmental Impact Statement (FEIS) produced by the Bureau of Reclamation in cooperation with the State of Washington, represented by the Washington State Department of Ecology.

The FEIS examined the potential to replace groundwater with Columbia Basin Project water for currently irrigated lands within the Odessa Subarea Special Study Area. The FEIS and Record of Decision identified Alternative 4A: Modified Partial-Replacement-Banks with Limited Spring Diversion Scenario as the selected alternative. Alternative 4A aims to replace acre-for-acre groundwater irrigation on 70,000 acres in the Odessa Subarea with 164,000 acre-feet of new Columbia River diversions. Since Reclamation published the FEIS in 2012, the Odessa Groundwater Replacement Program—a consortium of local, state, and federal partners—has worked towards phased implementation of Alternative 4A. NRCS is adopting the FEIS to support implementation of Alternative 4A. Implementing Alternative 4A will support agriculture and address groundwater depletion impacting agricultural, municipal, industrial, and commercial users in the Odessa Subarea.

NRCS intends to select Alternative 4A as its preferred alternative. NRCS invites agencies and individuals who have special expertise, legal jurisdiction, or interest in the NRCS adoption of the FEIS for the Odessa Subarea Special Study to participate and comment. Changed circumstances or new information will be evaluated to determine if a new or supplemental EIS should be prepared.

Public comments may be submitted until 30 days after the Notice of Availability is published in the Federal Register, which is estimated to be on December 8, 2023. REQUEST FOR BID

NORTHWEST NATIVE DEVELOPMENT FUND, 504 Fir St, Coulee Dam, WA 99116, 509-633-9940 is hereby requesting bids for the following work at a residence located at

45345 Drive N FDR Estates

Grand Coulee, WA 99133.

1. Remove existing roofing material/shingles, (the area for roof material removal is identified within the Bid Package), and locate all material int a dumpster that will be provided by NNDF.

2. Remove existing underlayment-plywood, the area for underlayment material is identified with the Bid Package. Located the underlayment in an area for storage – owner and contractor shall decide on whether material can be salvaged or new material required.

3. Remove existing trusses in accordance with information and design provided within Bid Package. Store the removed trusses in an area agreed to by owner and contractor – out of the way for delivery of the new roof truss package.

4. Install new roof package in accordance with the design provided by owner and within the Bid Package.

5. Install new underlayment onto the roof trusses, install new roofing materials – roof shingles over the area being improved as per the design provided within the Bid Package.

6. Install metal roof trim around the entire residence – both the roof area being replaced and the existing roof area of the entire residence. Finish and maintenance of the construction and roof site.

7. Owner shall provide the crane-lift, truss package, roofing material, metal trim, storage dumpster, etc.

8. All bids shall be turned into Ms. Riki Wippel, at the NNDF office, 504 Fir St, Coulee Dam, WA 99116 by 3:00PM November 18, 2023. Ms. Wippel’s contact number is 509-633-9940. She will register and provide the Bid Package to the contractor upon request.

NOTE ALL CONTRACTORS MUST PROVIDE PROOF OF LICENSE AND INSURANCE.
