City halls still operating, but buildings closed to public

The city halls in Electric City, Grand Coulee, Coulee Dam, and Elmer City are closed to the public due to the coronavirus epidemic, but are still staffed to answer the phone to answer questions, and can still take payments for utility bills.

Electric City, Grand Coulee, and Coulee Dam have drop boxes where people can place their utility bill payments.

A staff member at Elmer City can come outside to take a payment during normal business hours.

All four towns also take online payments through debit or credit cards. Some can take online payments with your checking account and routing numbers.

Online payment websites:

Electric City - http://www.xpressbillpay.com. You’ll need to enter an account number from the utility bill or ask city hall for it; a checking account can also be used to pay the bill; there is no fee.

Grand Coulee - http://www.govpaynow.com, location code A000YU. You’ll need an account number found on the utility bill, or you can call city hall to get it. A fee is charged based on a percentage point of the bill, depending on the bill amount.


Coulee Dam - http://www.townofcouleedam.org - online bill pay is found on the home page. Your account number and address needed. The account number found on the utility bill, or yuou can call city hall. There is a $5.95 fee for using a debit or credit card, or a 95-cent fee for using a checking account.

Elmer City - http://www.govpaynow.com, location code A0031W. You’ll need to enter an account number from your utility bill. Or you can call city hall to get it. A fee is charged based on a percentage point of the bill, depending on the bill amount.
