You are hereby summoned to appear within sixty days after the date of the first publication of this summons, to wit, within sixty days after the 28th day of August, 2019, and defend the above entitled action in the above entitled court, and answer the complaint of the plaintiff CITY OF GRAND COULEE, and serve a copy of your answer upon the undersigned attorneys for plaintiff, Julie K. Norton and Erin C. McCool, of Ogden Murphy Wallace, P.L.L.C., at their office below stated; and in case of your failure so to do, judgment will be rendered against you according to the demand of the complaint, which has been filed with the clerk of said court.


The object of the action is the abatement of a dangerous building and assessment of monetary fines or penalties. The Defendants are alleged to be have failed to abate a dangerous building on property belonging to the above-named Defendants.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held by the city council in the council chambers, 306 Midway Avenue, on September 17, 2019 at 6:00 p.m. The purpose of the public hearing is to review and receive comments regarding the proposed City of Grand Coulee Six Year Street Transportation program. This program lists and prioritizes street construction, repair and maintenance projects under consideration for the ensuing six calendar years, 2020-2025. Comments may also be submitted in writing to City of Grand Coulee, PO Box 180, Grand Coulee WA 99133, by 5:00 p.m. on Friday, September 13, 2019. The city hall is accessible to persons with disabilities. Arrangements to reasonably accommodate the needs of special classes of citizens, including handicap accessibility or interpreter, will be made upon receiving twenty-four (24) hour advance notice. REQUEST FOR STATEMENT

OF QUALIFICATIONS

MUNICIPAL ENGINEERING SERVICES

The City of Electric City will accept Statements of Qualifications from firms interested in providing professional municipal engineering services during the 2020-2021 calendar years. The City will be selecting a consulting engineering firm for various municipal engineering services for water, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical engineering reports, cost estimates, environmental reviews, plans, specifications, and construction administration services. Consultant shall have extensive experience with the preparation of funding applications. Design, plans, specifications, and services during construction for street and utility improvements may include those funded by TIB, WSDOT/FHWA, STBG, WDOE, USDA-RD, CDBG, CERB, SIP, EDA, DWSRF, PWTF, SRTS and federal stimulus grant funds.

The City may submit grant application(s) to the Washington State Department of Commerce Community Development Block Grant (CDBG) program and/or applications to other agencies/programs for funding to complete a study and/or construction project(s). Should CDBG grant funds be secured, cost plus percentage of construction cost consultant agreements will not be allowed. State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement and conduct of the project.

Statements of Qualifications shall be limited to thirty (30) pages and will be evaluated on relevant experience in similar work, qualifications of key personnel, familiarity with the City of Electric City and/or experience with municipalities of similar size, experience with state and federal funding programs, previous performance on public projects, and references. Three (3) copies of the Statement of Qualifications shall be submitted.

The City’s selection of a consultant for these engineering services will be made from the Statement of Qualifications received at City Hall by 4:00 p.m. on Friday, October, 4th 2019 Statement of Qualifications should be delivered to Russell Powers, City Administrator, City of Electric City, 10 Western Avenue, Electric City, WA 99123 or mailed to P.O. Box 130, Electric City, WA 99123. Phone: 509-633-1510. The most highly rated firm will be selected for negotiation of a professional services contract. Interviews may be held at the City’s discretion.

The City of Electric City, in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities.
