Lila Rose, from Wilbur, performs at the Festival of America in front of Grand Coulee Dam July 4, after she arrived and offered to add her talents to the beginning of the evening musical lineup. The daughter of Paul and Stefani Bowden, who are the chief of police and city clerk in Coulee Dam, Lila has been studying music writing and performing in Nashville.
