Public Works Department PUBLIC NOTICE

The Colville Tribes Land Use Review Board will be holding a public hearing to make a ruling on the following shoreline development conditional use permits:

Pacific Aquaculture has submitted a land use and development application for a shoreline conditional use permit to construct an 81’x177’ brood stock facility, a 40’ x 50’ office building, 100’ x 10’ exterior raceway, install a water intake and return lines, drill a new 12” well with associated pumping and electrical and a drain field. The water supply will be a combination of a well and intake pipe from the Columbia River, sewage disposal is through two septic tanks and a drain field. The property is located at 3378 Columbia River Road, Nespelem within Township 31 North, Range 30 East, Section 33 – Okanogan County Parcel 3130330003 and is within the boundaries of the Colville Indian Reservation.

A public hearing for the above- mentioned Shoreline Development Conditional Use Permit will be conducted on Wednesday April 4, 2018 at the Lucy Covington Government Facility (Colville Indian Agency) starting at 9:30 a.m. Written comments will be accepted until Tuesday, April 3, 2018 at 4 p.m. or comments can be made verbally at the public hearing. Comprehensive Solid Waste Management Plan

Comment Period & Public Hearing

Okanogan County is updating the Comprehensive Solid Waste Management Plan (SWMP) in accordance with RCW 70.95. This is a 5-year update. The plan identifies solid waste and moderate risk waste management practices within Okanogan County and associated service areas. The plan will ultimately be approved by the Washington State Department of Ecology and then subsequently adopted by Okanogan County.

The preliminary draft SWMP may be viewed or downloaded on Public Works website at http://www.okanogancounty.org/PW/solid_waste_recycling.htm or by visiting the Public Works Administration Office at 1234-A Second Ave. South, Okanogan, WA 98840.

Comments must be submitted in writing, or attend the public hearing. Comments shall be accepted until the Board of Okanogan County Commissioners close the comment period. The Board of Okanogan County Commissioners scheduled a public hearing on April 17, 2018 at 3:30pm. The hearing is located in the Virginia Grainger Commissioners Hearing Room at 123 5th Ave North, Okanogan, WA 98840. Coulee Area Park and Recreation District

PUBLIC NOTICE

Coulee Area Park and Recreation District (CAPRD) is seeking a vendor for grounds maintenance at

North Dam Park, Grand Coulee, WA

The timeframe for 2018 contract runs from mid-April through the end of October. The selected vendor will provide maintenance of the park in the areas listed below. The budget for this seasonal project will not exceed 18,000 dollars. We reserve the right to extend this contract for up to two years.

Mowing of all cultivated lawn areas — picnic shelter and adjacent grounds and both ball fields.

Some adjunct tall grass and weed cutting.

Provide for the operation of the park-wide irrigation system, adjustments and replacement of sprinkler heads as needed (may require working with Bureau of Reclamation employees regarding irrigation timers and water pumps, etc.)

One spring fertilization of lawn areas

Weed eradication in public areas

General trash pick-up in all public areas and the Gehrke Windmill Garden

All interested vendors should submit a letter of intent to CAPRD. The letter will list the vendor’s proposed work schedule and cost breakout for the items listed above for North Dam Park. Include copies of vendor’s Company Liability Insurance and Washington State Business License as well as a list past work experiences relevant to this type of work. Letters of intent must be received by Friday, March 30, 2018. A final selection will be made by the second week of April 2018.

CIHA Board of Commissioner Opening

Nespelem District Position

The Colville Indian Housing Authority (CIHA) is seeking individuals that may be interested in applying for a Board of Commissioner (Board) position for the “Nespelem District”. The Board is composed of five persons that make policy decisions in accordance to the Native American Housing and Self Determination Act of 1996 (NAHASDA). The Board duties include but are not limited to policy development, review and approve the Annual Indian Housing Plan, Annual Performance Report and financial management for submission to HUD/Northwest Office of Native American Programs, Seattle, WA.

In accordance to the CIHA Ordinance adopted by Resolution 1977-59 and Chapter 11-2 Colville Indian Housing Authority:

• The Board member shall be appointed and may be reappointed, by the Council. A certificate of the Secretary of the Council as to the appointment or reappointment of any commissioner shall be conclusive evidence of the due and proper appointment of the commissioner.

• A commissioner may be a member or non-member of the Tribe, and may be a member or non-member of the Business Council.

• No person shall be barred from serving on the Board because they are a tenant or homebuyer in a housing project of the Authority; and such commissioner shall be entitled to fully participate in all meetings concerning matters that affect all of the tenants or homebuyers, even though such matters affect them as well.

• The term of office shall be four years and staggered.

Regular Board meetings are held monthly, with an occasional Special Meeting scheduled. Applicants must possess an interest in housing matters and be able to attend the scheduled meetings. Interested applicants are requested to submit a detailed Letter of Interest and/or resume describing your interest and area of expertise involved with providing safe, decent and affordable housing. Successful applicant may be subject to credit and/or criminal background inquiry.
