Feeder 4 Pole Replacements

The Town of Coulee Dam will receive sealed bids for Feeder 4 Pole Replacement Project. Specifications may be obtained by contacting The City Clerk’s Office, during business hours. Sealed Bids should be mailed to Town of Coulee Dam, 300 Lincoln Ave, Coulee Dam, WA 99116, or hand delivered by 10:00 a.m. on February 26, 2013. The Town of Coulee Dam reserves the right to reject any and all bids.

CITY OF GRAND COULEE

CIVIL SERVICE COMMISSION

The City of Grand Coulee is seeking letters of interest for vacant commissioner positions on the City’s Civil Service Commission. The Civil Service Commission provides for the administration of city’s civil service process in accordance with RCW 41.12 and the city ordinance. Initial length of term will be 2, 4 or 6 years dependent on the number of positions required. Requirements for the position are as follows:

Must be a citizen of the United States.

Must have been a resident of the City of Grand Coulee 3 years prior to their appointment on the Civil Service Commission.

Must be registered voter of the county in which the commission resides.

Public Meeting Notice

Town of Coulee Dam

To the citizens of the Town of Coulee Dam, Washington, an Engineer from Department of Ecology will be giving a presentation on Value Engineering process and procedures at the Regular Council Meeting scheduled for Wednesday, February 13, 2013 at 6:00 p.m. The Town Council understands the value of ensuring that the Wastewater Treatment Facility Improvement Project scope of work be the best value for the money and the impact on customers rates. Therefore the Town Council is giving careful consideration to the Value Engineering process and procedure.

All citizens are invited and encouraged to attend this important meeting.

INVITATION FOR BIDS

The Colville Indian Housing Authority (CIHA), the tribally designated housing entity for the Confederated Tribes of the Colville Reservation, invites qualified Indian organizations and Indian-owned economic enterprises to submit Sealed Bids for its Administration Addition and Renovation, Project No. WA 97B043026. All Sealed Bids submitted in response to this Invitation for Bids must conform to the requirements and specifications outlined in this document in its entirety.

Sealed Bids submitted in response to this Invitation for Bids will be received until 3:00 p.m., local time, on Thursday, March 14, 2013, at the office of the Colville Indian Housing Authority, Post Office Box 528, 42 Convalescent Center Boulevard, Nespelem, Washington 99155, at which time and place all Sealed Bids will be publicly opened and read aloud.

CIHA is a tribal entity formed by the Colville Confederated Tribes to provide federally subsidized housing and housing assistance to low-income Indian families, located on the Colville Confederated Tribes Reservation with headquarters located in Nespelem, Washington. CIHA manages and operates the housing program in accordance to the Native American Housing and Self Determination Act of 1996 (NAHASDA), and applicable Tribal law.

This Invitation for Bids is limited to qualified Indian organizations and Indian-owned economic enterprises. General and Subcontractors may obtain contract documents, hard copy or CD Rom, from Architects West, 210 E. Lakeside Avenue, Coeur díAlene, ID 83814. Plan deposits will be returned to actual General and Subcontractor bidders upon return of all contract documents; PROVIDED documents are returned in good, unmarked, and unmutilated condition within ten (10) days after the time set for receiving bids.

Hard copies may be obtained by depositing Two Hundred Dollars ($200.00) per set plus a non-refundable fee of $15.00 per set for handling, to be submitted in separate checks, made out to Architects West. A CD Rom is available for a non-refundable fee of $15.00 each. A complete set of contract documents will also be filed with:

A bid guarantee from each Bidder in the form of a certified check or bank draft, payable to the Colville Indian Housing Authority, U.S. Government bonds, or a satisfactory bid bond executed by the Bidder and acceptable sureties (Treasury listed), in an amount equal to five (5%) percent of the Sealed Bid price, is required to be submitted with each Sealed Bid, as assurance that the Bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specification, the bid proposal deposit shall be forfeited to CIHA. The bid guarantee submitted by non-successful Bidders will be returned.

The successful Bidder will be required to furnish and pay a satisfactory performance and payment bond in accordance with 24 CFR 1000.85.36(h), to secure the faithful performance of all of the contractorís obligations under the contract and the payment of all persons, firms or corporations to whom the contractor may become legally indebted for labor, materials, tools, equipment, or services, of any nature, employed or used in the execution of the work provided for in the contract.

A non-mandatory, Pre-Bid Conference will be held at CIHA Office at 10:00 a.m., local time, on Wednesday, February 27, 2013. All Bidders are encouraged to attend this Pre-Bid Conference to review and discuss the existing building and site conditions.

This project is subject to the Indian Preference provisions of Section 7(b) of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450e (b)). Indian Preference is applicable to all subcontractors. In addition, the requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) shall apply for job training, employment and contracting opportunities for low-income individuals. All labor furnished for the work provided in the contract shall be at or above the current prevailing wage rate in compliance with the Davis-Bacon Act. Applicable wage rates are included in the Contract Documents. Additional information and requirements for the Sealed Bid and Contract are outlined in the SUPPLEMENTARY INSTRUCTIONS TO BIDDERS.

AWARD OF CONTRACT

The CIHA reserves the right to reject any and all Sealed Bids, whether within the maximum total Contract price or not, and to waive any informality in the Sealed Bids received whenever such rejection or waiver is in the interest of the CIHA.

The CIHA is prohibited from making any awards to contractors, or accepting as subcontractors, any individuals or firms that are on lists of contractors ineligible to receive awards from the United States, as furnished from time to time by HUD, such as the Excluded Parties List System, http://www.epls.gov.

The CIHA also reserves the right to reject the Sealed Bid of any Bidder who has previously failed to perform properly, or to complete on time, contracts of a similar nature; who is not in a position to perform the Contract, or who has habitually and without just cause neglected the payment of bills or otherwise disregarded his obligations to subcontractors, material suppliers or employees.

No Sealed Bid shall be withdrawn for a period of sixty (60) days, subsequent to the opening of the Sealed Bids, without the consent of the CIHA.
