Coulee Dam parks plan would seek upgrades, maintenance

A draft plan for parks and recreation in the town of Coulee Dam that will lay out goals and objectives for the next 20 years was presented to the town council last week.

The second edit of the draft Parks and Recreation Plan will go through yet another edit before being finally adopted. That should be presented at the council’s next meeting April 11.

“I don’t see it as a wish list,” Larry Curtis told the council in presenting the plan, “I see it as a doable list.”

The document is a part of the the town’s “comprehensive plan” and is often a necessity before applying for funding for projects.

“This is not a tourist plan; this is a city plan … for the residents of our town,” noted Curtis, who chairs the Parks and Natural Resources Board.

The 37-page draft started out two and half years ago as a five-page document, Curtis said, and it addresses overall goals, including such objectives as keeping an effective street tree program, preserving small-town atmosphere, and maintaining infrastructure in current parks before beginning new projects.

But it also suggests exploring re-establishing a park at the base of the Sand Pile, part of which the National Park Service stopped watering several years ago.

The plan makes recommendations for each of the four parks and other recreational areas and trails under the town’s purview or that connect with the town, which maintains some seven acres of such facilities.

In the near term the plan, if approved, would recommend adding playground equipment to Cole Park, adding shade and tables in Mason City Park and more within two years.

It also lists a splash pool at Mason City Park, but Curtis said a plan for one is a project being pursued under a Colville Tribes recreation plan on land owned by the tribes.

“We put things in here that are going to cost,” Curtis told the council, but that realisticly would need at least partial grant funding.

Getting a plan in place, however, is the first step in making those items a reality.
