Former "rescue" told to reduce dog count

Grand Coulee’s city council accepted the recommendation of its planning commission in dealing with the dog rescue issue that has been going back and forth in the community.

Dorothy Harris had appeared at the planning commission recently to tell planners that she no longer was seeking “dog rescue” status, but wanted to concentrate on advising people on what they might do with unwanted dogs.

Planners had told Harris on several occasions that she couldn’t have a dog rescue operation in a residential neighborhood.

The council had earlier supported the planner position.

This time the council specifically voted to allow Harris 90 days to get her dog total down to three.

Harris never has revealed just how many dogs she has at her Young Street home.

The council also agreed that when she gets her dog total down eventually to two, she would have to come to council to get approval to add any more dogs.


Her rescue operation took in unwanted dogs and licensed them, got them fit for homes, and then found homes for them.

Harris has stated that she has found homes for over 400 dogs since she has been doing this.

Planners had told her that they were not against the dog rescue idea but that it needed to be located someplace else, not in a residential area.
