PUBLIC NOTICE

The Colville Tribes Land Use Review Board will be holding a public hearing to make a ruling on the following land use and development permits:

The Colville Tribes Parks and Recreation Department has submitted a shoreline line development application for a conditional-use permit to construct a boat launch and recreational amenities north of the Keller Ferry. The first phase will consist of a 6,000 sf. launch ramp, 1,000 lf. intersection improvements, a parking area, 5’x30’ skid dock and solar lighting. Phase 2 will include a vaulted toilet and picnic areas. The site is located along Highway 21 South at the Keller Ferry landing within Tribal Tract 101-T1270; Township 28 North, Range 33 East, Section 05 and is within the boundaries of the Colville Indian Reservation.

A public hearing for the above-mentioned land use and development Permit Applications will be conducted on Wednesday, October 26, 2016 ,at the Lucy Covington Government Facility (Colville Indian Agency) starting at 9:30 a.m. Written comments will be accepted until Monday, October 24, 2016 at 4 p.m. or comments can be made verbally at the public hearing. All comments may be sent to Pete Palmer, Land Use/Shoreline Administrator, P.O. Box 150, Nespelem, WA 99155 or they can be faxed to her attention at 509-634-2581. You can also contact the Tribal Planning Department at the aforementioned address or phone number to request a copy of the permit documents.

REQUEST FOR STATEMENTS

OF QUALIFICATIONS (RSQ)

for

PROFESSIONAL

ENGINEERING SERVICES

The Town of Elmer City is inviting statements of qualifications from consulting engineering firms to provide engineering services for wastewater facility planning, analysis of existing system, hydrogeological investigations, evaluation of treatment alternatives, preparation of a Wastewater Facilities Plan (per WAC 173-240-050 & 060), and subsequent design and construction engineering and inspection for wastewater facility upgrades. The Town of Elmer City is located completely on the sovereign lands of the Colville Confederated Tribes and is subject to the permitting of the Environmental Protection Agency and the Colville Confederated Tribes, either of which may have different and/or additional requirements. Associated work may include preparation of funding applications, funding assistance, environmental reviews and other work as directed.

The Wastewater Facility Plan and subsequent improvements may be funded by: the Community Development Block Grant Program with federal funds provided by the US Department of Housing and Urban Development, USDA-Rural Development, Washington State Department of Ecology, Washington State Public Works Trust Fund, Indian Health Service, Environmental Protection Agency, and other state and federal funding programs. Therefore, a number of state and federal equal-opportunity and affirmative-action requirements will apply to the selection process and throughout the project(s).

An engineering firm will be considered for selection based on the overall firm’s qualifications, experience, personnel, professional reputation, experience with funding programs, and other criteria determined by the Town. Elmer City will select the firm it deems to be most qualified and in the overall best interests of the Town. Elmer City reserves the right to reject any and all submittals.  NEW CONSTRUCTION

The Grant County Mosquito Control District #2 is calling for bids in regards to the construction of a new 40x80 steel pole building at 210 Coulee Blvd in Electric City, WA.

Bid applications can be picked up by making arrangements with the District Secretary at 509-846-4678. References will be required. Bid applications include preliminary blueprints and contracts with a $100 fee.

NOTICE IS HEREBY GIVEN that Budget Hearings will be held on October 25, 2016, at 6:00 p.m. and November 8, 2016, at 5:30 p.m. and a Final Budget Hearing will be held by the Electric City Council, December 13, 2016, at 6:00 p.m. located at the Electric City Hall at 10 Western Ave, Electric City. This hearing may be continued from day-to-day until December 31, 2016. All interested persons are invited to attend and will be given the opportunity to provide both written and oral comments on the 2017 Budget at said public hearings. City Hall is handicapped accessible.

NOTICE IS HEREBY GIVEN that a copy of the 2017 Preliminary Budget for the City of Electric City will be available to the public on November 18, 2016, at the City Clerk’s office, 10 Western Avenue, Electric City, WA. DRILL – ACTIVE SHOOTER

Coulee Medical Center will be holding an active shooter DRILL on November 5, 2016. The drill will involve law enforcement, emergency medical services, and additional local agencies. Please be aware that anyone entering the hospital will be searched and wanded for weapons and NO weapons of any kind will be allowed in the building. During the drill, there will be simulated gun fire, law enforcement searching and securing the building, and EMS and staff assisting simulated victims. Every effort possible will be taken to limit any disruption to patients and visitors of the hospital.
