Request For Qualifications

For Airport Engineering and /or

Environmental Services

The Grant County Port District No. 7 is requesting interested firms to submit their qualifications for professional engineering, planning, environmental assessment for projects and construction consideration analysis. Qualifications should include identification of firm’s capabilities to manage projects including site investigation and collection, preliminary and final design, projects advertising and bidding, construction management, administration and project closeout for the following potential federally funded Airport Improvement Program (AIP) projects and other airport funded projects at the Grand Coulee Dam Airport.

Airport pavement maintenance, rehabilitation, reconstruction, and construction, such as roads, aircraft aprons, taxiways, taxi lanes, runways, turnarounds, and parking lots.

Survey-including FAA Airport GIS requirements where applicable.

Property acquisition, relocation, including avigation easements

Fuel facilities.

Airport, airfield related electrical system and lighting, and nav-aid projects.

Airport related security projects, such as fencing, gates, and signs.

Airport Layout Plan revision or update.

Obstruction removal (on and off airport property, such as trees).

Construct/modify equipment or maintenance buildings, hangars, or other miscellaneous buildings.

Other federally funded landside or air-side airport project, or projects funded by the airport or other methods.

These projects are anticipated to be funded in part by the Federal Aviation Administration (FAA), Airport Improvement Program( AIP) Grant Aid, Washington State Department of Transportation (WSDOT) Aviation Grant Aid, and funded partially or in whole by the Grant County Port District No. 7. However, not all projects can be foreseen, and funding constraints could re-prioritize or modify planned work. With mutual agreement between Grant County Port District No. 7 and FAA, new projects may be added after the original selection is made. Conditioned on the scope of unforeseeable projects and matching the capabilities of the selected consultants, a new procurement action may be conducted.

The Grant County Port District No. 7 reserves the right to retain the selected firm(s) for a term of up to five (5) years at the Airport’s discretion for a portion of the projects listed above.

The Grant County Port District No. 7 will select the services of a firm to provide professional engineering and construction management/inspection services, and planning and/or a firm capable of environmental assessment in accordance with the National Environmental Policy Act (NEPA), if area is determined necessary for AIP funded projects. All firms should be capable of FAA Airport Improvement Program (AIP) grant preparation and administration assistance, and should be knowledgeable and experienced with AIP requirements.

QUALIFICATIONS

Qualifications will only be accepted from firms that can demonstrate having had a broad background and extensive experience in the field of environmental analysis and/or engineering services, including planning and the ability to do airport projects or projects of similar complexity.

Firms may submit on environmental or engineering services, or both services. The environmental services selection process will be conducted concurrently with the engineering selection process. The Grant County Port District No. 7 also reserves the right to select either one firm for both environmental and engineering services, or separate firms for environmental and engineering.

There will be nothing to preclude Grant County Port District No. 7 from selecting of the same firm or team of firms for both, if they are the best qualified for both.

Responses are due in Four (4) copies by 4:00P.M. May 28, 2015 . Submittals should be marked “Airport Engineering and Environmental Services”, “Environmental Services” or “Engineering Services” and be addressed to:
