Request for Proposals

The Town of Coulee Dam is Requesting Proposals for janitorial and upkeep services. The complete Request for Proposals is available from the Town Clerk at 300 Lincoln Avenue, Coulee Dam, WA 99116. PUBLIC NOTICE

The Regular Board Meetings of the Commissioners of Douglas, Grant, Lincoln, & Okanogan Counties Public Hospital District #6 will be the second Monday of every month at 7 PM beginning in February, 2014 per Resolution 822. The next Regular meeting will be February 10, 2014 at 7 PM in the Public Conference Area.

Notice is hereby given that Grant County will be reviewing a proposal submitted by the Grant County Planning Department to adopt an updated Chapter 24.12 of the Grant County Code “Shoreline Master Program” (SMP) (including restoration plan, and cumulative impacts analysis), modify the goals and policies in Chapter 13 of the Comprehensive Plan to reflect the goals and policies of the updated SMP, and repeal the existing Chapter 24.12 Grant County Code “Shoreline Master Program” and the stand alone SMP adopted in 1975. SEPA: Grant County expects to issue a Determination of Non-Significance for this proposal, utilizing the Optional DNS Process in WAC 197-11-355. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. ADDITIONAL PERMITS: No additional permits are required, however the Washington State Department of Ecology will host an additional comment period after local adoption and the SMP will not go into effect until Ecology adopts the document. STUDIES REQUIRED: Development of the SMP required the County to create a Shoreline Inventory and Characterization Report, Riparian Buffer Recommendation Guidance Document, Cumulative Impacts Analysis, and Restoration Plan. LOCATION: County Wide, but applicable only to all waters for which the SMP has jurisdiction. ZONING: All zones. Mitigation: The SMP is a program that is to be adopted by the County, and within the requirements of the SMP mitigation measures and standards are developed for all proposed development within 200-feet of the ordinary high water mark of jurisdictional waters. OPEN RECORD PUBLIC HEARING: The Grant County Planning Commission, 7:00 pm, March 19, 2014 in the Commissioners Hearing Room, located in the Grant County Courthouse, 35 C Street NW, Ephrata, WA 98823. At this time any person(s) may appear and provide testimony. Electronic copies of the application materials (File #14-5882) are available at the following internet location: http://www.grantcountyweb.com/Planning/HTM/Shoreline-Master.htm as well as at local libraries and a hard copy is available for review at the Grant County Planning Department 457 1st Ave. NW, P.O. Box 37, Ephrata WA 98823, (509) 754-2011 extension 620; office hours are 8am – 5pm (closed from 12pm-1pm), Monday – Friday. Comments must be submitted no later than 5:00 p.m. on March 6, 2014 to the Planning Department. All comments should be as specific as possible and may be mailed, hand delivered or sent by facsimile. Any person has the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and appeal the decision as provided by law and County Code. This may be the only opportunity to comment on the above listed materials.
